Dear Project Owner, after being burned many times by unguaranteed projects, the best designers have refrain from participating in projects unless they are guaranteed. You will find that by guarantying a project you will receive more designs from more designers and you will generally get their best. The best usually wait till a project is guaranteed and jump in the last minute and that usually doesn't give the best designers time to put their best creations into the contest.
This is always a good thing to consider before the project days expire.
Well, we didn't want to encourage designers to look at our current website because we didn't want them to be influenced by its current look since we are planning to redesign the website. Here is an excerpt from the website which might help.

Our group serves as a resource for one another for teaching, research, and practice in the human resources area, as well as general professional development. We are a professional organization not a for profit corporation and we have over 3,500 members from around the world.

Dear CIMO,
It is regrettable that designers have been burned by organizations acting in bad faith. However, we are serious about getting a new logo and we have allocated what is a significant amount (for us) for this purpose. Because of the amount and because our primary source of funding is member dues, we felt it would be wise to avail ourselves of the option of the money back guarantee in the unlikely event that we could not find a suitable logo. Also, we have not posted the project with any other design agency.
We have been encouraged by the submissions we have seen so far and we hope that we will see many more quality submissions.

I'm sorry for the confusion. Our preference for the logo text is "HR." However, a few designers have submitted attractive designs we will consider which incorporate our formal name which is, "The Human Resources Division." A key requirement is that the logo be easy to read even if printed in a fairly small space on promotional items.

Dear Designers,
It has come to my attention that some of you received 0 ratings for your designs. This was not my intention. I had been ill and was trying to catch up on reviewing a back-log of designs so I was moving quickly to eliminate those that would not be considered further. I thought that by leaving the feedback ratings blank, that I was truly leaving them empty. However, I have been told that instead of leaving them empty, it recorded a 0 for each of the dimensions. For that I apologize.
To let you all know where we are in the process, we are still conducting the initial screening. After the initial screen there will be a vote by the executive committee to select three finalists. Then our members will vote to choose the winning design. We will try to move as efficiently as we can in the process. I do ask your patience as my illness has put us a little behind schedule.
