Please clarify the exact scope of work as this is design contest / competition.
The budget suffice is 5-6 pages CSS coded site only max- not other pages designed or full site coded & or wordpress integrated or any complex dynamic functionality like blogs etc coded.

The budget is too low for the type of dynamic coded site you are demanding.
You can either double the budget here right away or we can take it up in next phase after design selection
