This project caught my interest, but as per your requirements posted in brief you need multiple designs, like timeline cover, profile and the additional tabs for Bio, Photos (FB Gallery), Prices and Contact and links? with this regards, this requires some certain level of coding, this is really not an easy task because not all designers are coders most of the time we just deal on front end development (design only) and in terms of customizing the Facebook theme like the example images in your attachments unfortunately, as far as I know the functionality you are requesting is currently unavailable, therefore Facebook theme cannot be changed and as of now cannot be customized. kindly also consider increasing your budget.

Please confirm If I understand your requirements correctly.

Good Morning,

Yes we have been aware from another designer that certain requested changes cannot be made. However, we have received designs that consist of: new tabs to our requested content pages, link backs to out blog, website, twitter and pinterest, new time line cover photos and apps which we will consider for the budget we have provided. All the designers who have submitted have explained they will code our Facebook page should they be successful.
