yes I would initially assume the same pages and same sections. We might after approval of the lay-out add 1 or eliminate another page.

The current budget suffices for homepage psd design with CSS only - not full site designed or backend or wordpress integrated for this low budget

Yes this is somewhat confusing. We are just changing the lay-out of an existing website. Wording can stay the same (with a few changes but nothing big). Project is guaranteed now.
