3D Design Brief

This is a kiosk to return vehicle parking boots, it needs to be of metal to hold up to abuse, hold boots that can be locked into place, provide information about parking rules and reinforce parking. I have included my original design, but would like to come up with something better while providing for the basics. The station should be at least 30"x30" square base to hold boots from 19" to 40"
