Do you require just the PSD file, or do you need the design to be made into HTML/CSS page as well?

I need the html, images and associated pages as well.

If this is the case, then you should consider 1.) Making this clear in the brief, as the current entrants may not be aware extra work is involved, and 2.) raising your budget. $300 is a budget you'd commonly see for 1-3 page designs only. Converting the designs to HTML/CSS takes approximately 10-15 hours.

your budget is far too low for an experience web developer. Design and development are two separate things... Your budget barely covers the design part.
