PSD is Photoshop which is pixel based and resolution dependent. So if you had a logo that was 3 inches by 1 inch for example and enlarged it, it would become more blurry or pixelated the larger it gets. The file is also not editable. Vector based designs are resolution independent and can be enlarged to any size with no loss of sharpness and they are fully editable. Hope that clarifies things for you.
