Guaranteed projects attract more designers, thus you will have a larger amount of designs to choose from. If you are in doubt whether you will receive any good designs, please check the history. You can see that usually there are hundreds of good designs submitted for a project and the best designers participate there.

I think IneseRo gave a very good description above., What I can add to this is that is that guaranteed projects give some assurance to the designers that the project will be completed and there is real chance of earning money. Looking at my portfolio, you can see that there are many non-guaranteed projects, which never reached an end.. for years. For me this is waste of time and efforts for nothing. Of course not all of them never end like this, but working over internet I cannot be sure of the intentions of the other side. At the same time, I receive 10 to 20 invites a day and since my time is limited I can spend it only on projects where I can trust the other side, i.e. guaranteed. Hope this gives a better view of the designer's side :) As a client, its absolutely up to you to decide which option works better for you - guaranteed or non.
