Web Design Brief

I need a simple one-page web design for a judicial election. I'm going to put up one picture, maybe two. The picture I have needs a little touch-up (whiten teeth for example). I have 3 paragraphs of text. I'd like a "Donate" button that can link to a PayPal account. I'd also like a little background design, like the Constitution or something like that. There's a couple other little things but that's the bulk of it.
