Logo Design Brief

The logo will be designed for a Bahamas-based Citizen Security and Justice Program. We prefer the logo to be primarily in blue with a light green and/or white complementing it. (If you happen to create a monochromatic blue logo that is perfect, by all means send it in.) We want security and justice to be communicated, and, since it's a government-ran program, it should seem somewhat "official" looking; that may (or may not) be conveyed in the form of a seal, crest or emblem (whatever you think is best, I don't want to be restrictive). The actual name of the program is "Citizen Security and Justice Programme" or sometimes shortened to "CSJP" - please note that the word program is spelled the British way with an "e" on the end of it. Another note on the program is that it is not primarily focused on punitive measures (like harsher penalties and aggressive policing strategies), instead, it focuses more on the rehabilitative approach to reducing crime: community centers, employment, prison reform and upgrades, juvenile justice reforms, expansion of probation, etc. So it would be better to somehow fuse the idea of "energy", "hope", "a brighter future", "safety", "community", etc. with the idea of security and justice. Aesthetically, we'd prefer a modern look.
