Graphic Design Brief

Looking for a large graphic for a student conference to be used on t-shirts and signage. Sketch and images of desired end product are attached as well as other components, just looking for the right person to pull the vision together. Would like final product to be bright blue lines and access points on a black background (vector image attached). The lines/points should follow a general shape (circle with "wings" on top), I have uploaded a vector outline of the shape. In the center of the circle it is to be void of lines/points and instead include text (vector file of text/image is uploaded). Thank you for your interest and please message with questions.
