Thanks for being responsive to the design - I do not think we are too far off.

I am wanting the skull to be without the jaw bone and the two bones to cross right at the mouth (the teeth of the skull will cover the "x" made by the two bones).  The "Public Enemy No1 will slight arch over the top of the skull (the wording should not be straight but not wrap too much, just a slight bend).  The banner at the bottom should also slight bend with the scroll end of the banner slightly touching the ends of the bones.
