Need a different skills-set to nail both as need an illustrator for one and a graphic designer for the other.

Yes, we need both projects done, as we will want a person who can do both illustrations and graphic design for future projects. The diagram needs to reflect the concept that Zello can link all types of devices together in a communications network. We don't just want a prettier version of the diagram. Think of another way to illustrate the concept. Also, you are free to change the color scheme.

for the illustration, can it be done by hand sketch like using photoshop and wacom?

For the illustration of Bill and Alex, we want the look of hand sketched drawings, not tracings of the photo, not photoshopped images. Don't care how you do it, as long as we can use the files within our website and printed/online marketing collaterals. You can use the same hand-drawn style for the diagram as well. The diagram should illustrate Zello's flexible connectivity options. Use the info on the datasheet as a guide. You can change the colors, the icons, add more to it, etc. We are not fond of the current yellow/orange background because it is hard to see the detail.

We are using these 2 small projects to evaluate potential illustrators/designers for a long-term relationship. We will have many projects in the coming months and need a person who can work with our team on these.

This datasheet is sent to prospective leads. The info on it, including the diagram, needs to convince them they need and want to use Zello. So, keep that goal in mind when redoing the diagram. You don't need to use all the words on the datasheet, but use it as a guide as to what needs to be in the diagram.
