can you guarantee the payment?

Hi, yeah, I'm aware it's a low budget, and hope it's not insulting to you. I have this much money to spend on a book that I really love, so if someone can do it for that much, I will be very grateful. If not, I'll understand. The illustrations I'm wanting are somewhat minimal.

First time doing this, so I'm waiting for a couple of sample submissions before I can guarantee payment.

13 illustrations for not even 10 dollars per is more than an insult. hope the we are not coming off as rude in any way. but these illustrations, logos etc. take time, effort and patience. perhaps next time, what you should do is request one-two illustrations from your story at this price and whomever whens your heart gets an additional payment.
