Art Design Brief

We need an art design of 'Uncle Sam' that looks attractive, appealing, cartoon-like and funny. It will feature on one of my party hats. Below is an image (design) example of Uncle Sam that I like, which will help with the design. I would like the design to be more cartoon-like and appealing than the example that I have given. I have also attached a photo of one of our hats so that you can get the bigger picture of how the design will be placed. Thank you, I look forward to seeing the awesome design.
