can you make contest available for designer with less than 2.5 star rating?

I have a design but cant submit it. Can you invite me to this project?

I don't know how to change it or invite designers, all I know Is i get invited to participate in some projects by designers from time to time. Maybe if you go to my profile there might me an invitation button on there.
