T-shirt Design Brief

I am looking for an art piece for my Navy T-shirt collection. I am starting an online apparel/merchandise business named America's Heroes. I have included some pictures to assist in the idea of what I am looking for. The idea could be based off the official seal attached below. Note: I do not have permission to use the phrase "America's Navy" or "Forged by the sea," Nor can I use the Navy official seal below but if it was altered in a way to not infringe on copyright than that would be ok.
