Brochure Design Brief

We need a designer to provide a cover (front and back) to a prosaic governmental report. We need an introduction page, and just numbers and chapter designs throughout also. We would need the design in word format as we're incapable of working with anything else, and we still have a lot to edit! The topic is illicit financial flows, so ideas that come to mind: briefcases with money, anything that depicts money travelling across borders in an illicit manner.
