Logo Design Brief

We are looking for an animated character/caricature of an LED lightbulb for our facilities department. We'd like him to be holding a cell phone/iphone, as it is for a texting campaign. So he needs arms, but legs or no legs are fine with us. Also wearing a baseball hat with Facilities Management on it (but doesn't have to be), and preferably in overalls. We'd like to see him tinted an LED blue color or white. Additionally, here is the color palette we try to adhere to: http://marketingtoolbox.ucdavis.edu/visual-identity/color.html. He should be happy and excited.
