Design only or with code

With code would be great but not required. We currently use Wordpress and can hire someone else to set it up for us.

It is common, around here, that many people close their project before the deadline. Can I get a guarantee from you that you will wait until the deadline to select a winner for this project so that I can take the time to submit a professional solution for you?

I will also create this as a WordPress theme with installation, setup, and pre-existing content population included if required.

We will guarantee the project once we see what kind of designs come through in the first couple of days. If there are a few that show promise we will guarantee the project.

We have no intention of ending this project early
