Logo Design Brief

We acquired a small company this year and were missing the original art file for the logo. We need this recreated or even done better in a vector file.

I would like an automated gif of lasers coming out of the eyes that illuminate the line between the text too. I want the .gif to change the colors of the light bars in the eagles talons and the line separating the text to got red, green, blue.
