DESIGN ONLY mean that we (designers) are only designing for your website appearance. The final files to be delivered are in .PSD (photoshop file).

while CODED (Designing + Coding) mean that we do the designing AND after that we'll slice it up to standart HTML / ready-to-use web page. sometimes, it's including converting the HTML to CMS theme (such as Wordpress).

so ? what will it be ? :)
