Do you have a photo of the billboard?
Proper signage design requires seeing the billboard from the approach, since things like tree lines, buildings, and other elements in the environment can affect it's visibility. I would hate to put the most important info in a spot that is obscured from sight until the viewer is almost past it!

Also, do you have any images of the development?
Finally, the required design elements (your contact info and photo) are missing from the brief.
