Web Design Brief

There are three thrusts to neighbiz
1) looking for FUN web page to show LOCAL stuff, EASY is the focus - on the current "island" look the concept is one clicks on the image... and it gives a lists of local taxi companies, places of worship, local police station, local malls, etc -I think it is too cluttered, and possibly something cleaner? Is all about the ICON /IMAGE telling the story...
2) locals can put out 'balloon e-vouchers' which when "popped" show a prize / special offer from a LOCAL business or service, offered to local people in the 'hood.
3) Hello Pages which offer interactive functionality in searches for local services / goods. How to put that above the fold, now there is the challenge?
We are developing a community website for local business and for unsophisticated PC users - the main page is attached and tells the story. The pivotal thing is above the fold messaging, impression must be Neighbiz is EASY PEASY to find LOCAL businesses, key items etc (on the so called island) and if not there, nip to Neighbiz' Hello Pages. Via our Hello Pages, find anything LOCAL in the neighborhood. - I liked the "village" concept my web developers used but the creative side is lacking - the icons they are using are 'tired' It needs a cleaner, fresher hopefully distinctive look. So in essence I want someone to look at what has been done, and improve - - if I like what I get, then probably the whole site can be reworked by the same designer.
