A very instructive and thorough brief. May I just clarify, you state that you're looking for illustrative design but the brief specifies web development and build - are you looking for someone who will be able to provide this service as well or will you be taking the illustration you choose to a web designer?

the programming is already done, (or at least being developed, from a basic "in use" state. :) The skin of the site will need to be done. I do have a chap who does that for me, but his strength is not illustration. I have a reasonably clear idea of the function of the skin, (a bit like indochino to be honest, but more "Rupert" and less corporate. Indochino is backed by some big Yahoo names, and target the US, I am just me :)

The stylising will be key throughout I think , and I would hope to work with the person who comes up with the favoured design.
Is that too honest? Its not guaranteed work, but I hope it will be to skin it. Thanks for considering it Faunawolf :)
