Hello, itmeans that payment is guaranteed and payment is already deposited for the winner among all the designs submitted. Unfortunately there are many orders that are never paid. It only suggests that lets you work on a secure payment.

I am not sure why would the designer be not paid. My credit card was already charged when I posted a project.
