It's only illegal if you get caught

This is what a business in Lithuania was looking for in their t-shirt design

We need a logo design for a new company based in Lithuania called 'Illegal; We are still working on our idea. I will attach a photo of the design that we managed to make. The design must include the text (it's only illegal if you get caught) and the same tone of the text as in the picture. The other stuff is your imagination you have full freedom to do whatever you want, just keep the text and the tone. We would like to see designs on BURGUNDY background color. The final design should communicate full sending it and illegal freedom.
The design will go on hoodies back.
